The story centers on Jessica, a Dragon-Whisperer of the Free-Wing Clan who lives in partnership with wild dragons in the Azure Peaks, in constant ideological opposition to the Dragon-Tamer Court. Their fragile peace is shattered when Roric, a fellow clansman, brings news of a rogue, ancient Shadow-wing dragon that has gone on a rampage, destroying multiple human villages. The Dragon-Tamer Throne, led by Prince James, seizes this tragedy as a pretense to blame the Free-Wing Clan, issuing a decree to invade their lands and cage all wild dragons.
